Navnirman Samiti believes in non-violent movement process, the path shown by the Father of the Nation Mahatma Gandhi. Navnirman Samiti does not believe in possessing State Power to bring the change in the system. Without going to power the flawed system can be changed. People have the ultimate power in a democratic country and if the people’s opinion will be organized accordingly, then the people’s power can control the State Power to change the System.
Navnirman Krishak Sangathan (NKS) is a wing of the Navnirman Samiti, has been organising farmers since 2010 to build a state-wide farmer`s movement to end the historical injustice over farmers, on the issues of Price, Prestige and Pension for farmers, in specifically demanding Rs.5000 Social Security Pension per month to each farmers, Rs.5000 price per quintal of paddy and prestige for farmers. Simultaneously, it is also organizing for the basic right of the farmer`s over their natural resources of Land, Water & Forest. Not only the slogan of Jai Kishan but it needs the clear policy of Price, Prestige and Pension and the basic rights over their natural resources of Land, Water, and Forest.
Youths, Students, Farmers, Majdoors, Women And Other Vulnerable Sections Of The Society Will Be Organized To Build A Strong Nationwide People’s Movement With Effective Grass-Root Presence, Against Injustice, Inequality, and Exploitation.
Till yet, all the experiments of decentralization have been a failure, because the State is so powerful by its artificial Finance Capital and War Economy that the root of decentralization such that the Village Republic has been wiped out of the minds of the people. So, it has been more important to control the policy of the State that will be favorable to the decentralization process of Village Republic. In this context, unless and until, either the State power is captured or controlled; the policies can’t be formulated in the positive direction of decentralization. Some group of Schools is trying to achieve power through Ballot Politics and some are through Bullet Politics (Naxalites). In the era of Globalization, based on the capitalist economy, both the Schools have given the zero results. The Ballot Politics has evolved the Centralized Capitalist Structure and the Bullet Politics has given the centralized autocratic structure. Both the structures have broken the backbone of the decentralization such that the Village Republic.
Now, it is the right time to take a new method of politics to bolt the power of the State (Bolt Politics) through mobilizing the peoples’ opinion by an aggressive non-violent coercive method to control the policies of the State in favor of decentralization such that the Village Republic. This Bolt Politics of Gandhian method, that is the Alternative Political Line, will win the war against the State power to protect the Village Republic, the alternative model which will be free from the web of the Finance Capital and War Economy. In this struggle, the Village peasants will be the pioneer of this revolution.
To establish an exploitation-free, corruption free, egalitarian society by building a strong, nonviolence nationwide people’s movement with effective grass-roots presence against injustice, inequality, and exploitation.

This Bolt Politics of Gandhian method, that is the alternative political line, will win the war against the State power (which is the base of Modern Finance Capital & War Economy) to protect the Village Republic.
Practically, in our State of Odisha, there is a serious problem of dependency in most of the cases. But especially, Odisha depends upon other States for consuming the food items. Eight hundred crores of rupees of potatoes come from West Bengal to our State every year. Similarly, Banana, fish & eggs come from AP, Mango from Maharashtra, Dal from Madhya Pradesh etc. So, NAVNIRMAN is committed for a long term vision that we will create a self-reliant model in Odisha in the coming five years. We may not export outside, but we are confident that we will import a single pie of food goods from outside.
Formally, Navnirman Samiti was formed on 26th December 1999 after devastating super-cyclone in coastal Odisha. On 29th October 1999, Erasama Block of Jagatsinghpur District (Situated at the coast of the Bay of Bengal) turned into a ruined land due to the hit of super-cyclone. Houses were broken, millions of properties and resources were ruined and also cyclone claimed loss of more than 10,000 lives in only Erasam Block according to private sources. After the devastation of super-cyclone, dozens of NGOs, Social & Spiritual organizations and individual volunteers rushed into Erasama to provide relief and rehabilitation support to cyclone-affected people. At the same time, a group of youths from locality and neighboring Block of Raghunathpur & Jagatsinghpur got together and engaged themselves in cleaning roads, burning dead bodies and helping people to rebuild their broken houses. This process continued till month long. The youth groups visited different villages and helped the people to clean roads, burning dead bodies and rebuilding broken houses.
During that time, Akshaya Kumar, the key founder of Navnirman Samiti, a Gandhian social activist, who had visited all over India, joined with the youth group. Without mentioning the background of Akshaya Kumar, the history of Navnirman Samiti would be incomplete. Akshaya Kumar, the inhabitant of Mahanga, District Cuttack had left home in his young age with a lot of queries in the mind after reading a book of Swami Vivekananda “Call to the Nation”. With the Nationalist ideas, he visited all the states of India from Kanyakumari to Kashmir and Maharastra to northeast and met thousands of intellectuals, professors, NGO heads, social activists, spiritual Gurus, policymakers and political leaders with a set of questions; “having all the resources, why lion share of Indians are still poor”, “the reason behind immense gap between poorer class and richer class” and “why those who are doing much labor are poor than the counterpart those who are not doing any labor”. As much as he visited and discussed, his question remained unanswered and became stronger. He saw the helplessness of policymakers and intellectuals on the issues of poverty and inequality. During this visit, he met a pious mother named as Pravina Maa (Pravina Tai Desai), a great devoted life-long follower of Saint Vinobaji in Paunar Ashram and she became the spiritual and social guide to him. Through this, Akshaya Kumar gets connected with Sevagram Ashram of Gandhijee, Pavnar Ashram of Vinobajee and sharpened his ideological standpoint by staying with famous Gandhian teacher Dr. Rabindra Verma in the Institute of Gandhian Studies. By the guidance of Pravina Maa one National youth center named as “NIVEDITA NILAYAM” was opened and Akshaya Kumar took the major initiative in its formation. Then he with other two friends (Amit-Madhya Pradesh, Raju- Maharashtra, he is no more now, expired in the bus accident in Bharat Yatra) moved all over India and met a number of like-minded friends in different States of the Country, who were also searching answer of the same questions. Those likeminded friends became closer and formed a group called “YUVA PARIVAR’, which was not an organization. This was only an ideological platform to discuss different social issues to build perspectives. He and his friends were also involved in the peace process of Assam and North-Eastern States and tried to restoring peace by discussing with ULFA(United Liberation Front of Asham) and other insurgent groups by deeply understanding their problems. He had also participated in the Narmada Bachao Andolan in Bargi Dam of Jabalpur led by Medha Patekar and Rajkumar Bhai. He had also a major initiative in Azadi Bachao Andolan and ex-convenor in Yuva Bharat (A National Organisation of the Youths).
The whole journey & experiences helped him to realize the ground reality of Indian society, a system of the country and history of different people’s struggle. From his year-long live experiences and unanswered questions, he reached the conclusion that, Finance Capital (Money) is playing a tactical role in the derivatives market to exploit the common people and forcefully pushing them to remain poor. The market is working only to abuse the poor and serving rich. It is the root cause of poverty, price rise, exploitation, unemployment, terrorism etc. Today, it is controlling the society and administration at a time. Day by day, the Indian society is being frail and broken down by the brutal attack of the market. So, without changing the whole system by a strong non-violent Nationwide people’s movement, the destiny of the common mass can’t be changed. He gathered his learning, confidence and will power to organize a strong people’s movement. He had waited to get a ground to start, which Erasama made for him. After super-cyclone he returned to Odisha and joined with the youth group involved in relief and rehabilitation.
One day, when the youth group, including Akshaya Kumar, were discussing with cyclone affected people of Erasama, a question aroused from villagers that, what we will do after the completion of this relief and rehabilitation work? What we will eat for the whole year when our all the crop is damaged? Where we will stay and how we will survive, our all the livelihood options are gone by the cyclone? You people are now helping us, but after your departure what next, some elder people of the villagers questioned with a thoughtful eye. The question remained unanswered. Similarly, there was a lot of corruption in the relief operation. So, people were not getting the right justice.
They continuously discussed the questions raised by the villagers and took the discussion to some other villages. Everywhere they found the same helplessness. In the end, they reached the conclusion that, this is the problem of the people, so they should come forward to resolve this. So, they felt a need of strong people’s movement across the Block on the issues of Right to Shelter, Right to Irrigation and Right to Work and Right to Information (Mundaku Chala, Jamiku Jala o Hataku Kama evam Lokanku Suchana). These issues reached into the neighboring villages and neighboring Gram panchayats and all the villagers stood with a strong commitment and saw the hope of their survival in this. After a month-long campaign and village meetings, on 26th December 1999 hundreds of people gathered at Kanipada Jamumatha of Erasam Block including the youth group and decided to form an organization named as “NAVNIRMAN SAMITI”. They decided that Navnirman Samiti will not stay under the orbit of any political party. This will be a neutral people’s movement organization and work for the betterment of all the sections of the society, primarily to ensure Right to Shelter, Right to Irrigation and Right to Work and Right to Information for the cyclone affected people. Akshaya Kumar guided the organization by his rich experience and ideological clarity. This organization turned into a committed revolutionary organization.
Activists of Navnirman Samiti rushed into all the villages of Erasama Block, discussed the issues among people and built a strong people’s movement within a month. Activists of Navnirman Samiti lived with the people of that area and spread the message widely. Thousands of common people became organized and smell a hope of their survival in the movement. There were opponents, but people’s power was with movements. On 15th February 2000, 15,000 people gheraoed the Block office. As there was no one man leadership, so ADM (Additional District Magistrate) bound to come into the demonstration place and people arrested the ADM until their demand is heard.
On 29th March 2000, Again 30,000 people demonstrated and all the Block office, Police station, and Bank were blocked by the people. District Collector reached the spot and gave assurance to fulfill the demand within next 7 days. On the callousness of administration, again, on 1st April 2000, 5000 people tried to block the railway line at Patapur, Chatua. But, with the conspiracy of the State, Police and Administration arrested 27 activists (19 men & 8 women) of Navnirman Samiti and sent them to jail. Activists denied being released on bail. After one month and 5 days in jail, they came out of jail. The movement did not stop, in fact, increased. Again on 29th October 2000, just after one year of the cyclone, 3000 people went to the capital to meet Chief Minister at their own cost. After year-long continuous movement, George Fernandes committee was formed in Delhi and Government provided houses under Indira Awas Yojana to all the households in different phases not only in Erasama but also in the entire State.
Then Navnirman Samiti moved forward. It organized a movement in Kendrapada demanding justice for flood-affected people, organized Gram Ekata Padayatra in Raghunathpur, organized students and youths of the State by mobilizing them through performing street plays.
Navnirman Samiti played a major role in organizing the youths through Yuva Bharat and organized a National Convention of Yuva Bharat in the Kalinga Stadium, Bhubaneswar from 5th June to 9th June 2005.
Navnirman Samiti played a vital role in the Anti-POSCO Movement in Dhinkia, Nuagaon, and Gobindpur. Initially, activists of Navnirman Samiti made aware to the people of POSCO proposed villages by visiting all the villages and houses and organized them to fight against POSCO to save their life and livelihood. A 15 days padayatra was organized from Patna to Bhubaneswar and at the end of the Padayatra, a demonstration was organized in front of POSCO office, Bhubaneswar. After 67 days demonstration and 7 days fasting in front of the RI office of Nuagaon, people locked R.I office. Again, 7 days demonstration and 21 days fasting program were organized in Bhubaneswar against POSCO Company and at the end of the fasting, thousands of people demonstrated in front of CM’s residence. More than 50 people arrested. As a result, the land acquisition process for POSCO stopped till 4 years.
In 2008, the serious communal clash took place in Kandhamala district of Odisha. Government bureaucrats, politicians, NGOs were incapable of restoring peace there. At the same time, Navnirman Samiti took a remarkable step of Kandhamal Peace Process with high risk to restore peace in Kandhamala district with the co-operation of the primary school teachers.
In 2011, as the state unit of Rashtriya Jal Biradari, found by Waterman Magasese Awardee Dr. Rajendra Singh, Nadi Mukti Abhiyan was found with the leadership of Akshaya Kumar, took its initiative in Keonjhar district to save the Baitarani River from its exploitation, pollution, and encroachment
In 10th November 2012, Akshaya Kumar was selected into the National Committee of Anna Hazareji.
Now, Akshaya Kumar is the organizer in the National Youth Organisation by the name of “YUVA KRANTI” started in 2013.
Now Navnirman Samiti is involved with the farmer’s movement on the issues of Price, Prestige, and Pension.
